Deleted1084753User
First of all, get FOMM (Fallout Mod Manager) and use that to enable mods and DLC content, the launcher is buggy and sometimes doesn't leave things enabled even when you tick them, plus the launcher can't rearrange load order and that's kinda important when using mods. Make Fallout3.esm the first thing in the list, then DLC, then other mods.Second, have you defragmented your hard disk recently? On older machines having a fragmented disk can cause serious stuttering (well, any machine really but it's more noticable on older rigs). Also, if you have texture sizes set too high for your system to handle you'll get stuttering as well.

Deleted1084753User
Nope, FOMM simply launches the game from the main .exe, bypassing the launcher's cd check. And FOMM closes itself when you launch the game, it doesn't stay open in the background or anything so it won't impact performance, no.
