Vortex won't Deploy

Yeah Hi started getting an error message which I can't copy paste as it locks up my computer when it pops up until i press ok, it happens everytime I try to deploy or to activate a differant game I tried downloading and reinstalling no joy. It just claims its an I/O error can't access the disk but everything else is accessing the disk just fine. I was going to try to run Vortex in admin mode but it warned against it so I didn't, any ideas? Thanks in advance.,,,For the record this is literally the first problem I've had with Vortex its been completely solid otherwise. I'm still on windows 8.1 Have about 500 mods in total on Vortex for Oblivion and Fallout 4 I'm on the latest version of Vortex as far as I know I have the runtime installed etc. It's doing it at the point in the Deploy where its checking for *External Changes*...So i'm guessing its a permission issue or something but no idea really. It started when I accidentily tried to import a non nexus mod to Vortex via the *InstallFromFile* button which has worked fine the thousands of times I've done it before, unfortunately I didn't realize that Vortex was still deploying in the background as the message disappeared and it seems to take so long for FO4 with all the mods I have to finish deployment, so i thought it had finished when it hadn't....I REALLY hope I don't have to reinstall EVERYTHING now lol, thats going to be a very long day or week, yikers, my own fault tbh. Just wondered if theres a tool I didn't know about to refresh Vortex or something

Update: Seems my PC is having trouble with other things as well now, I think it may all be Windows related, Windows 8.1 is imminently about to be unsupported by MS so I'm guessing it may be something to do with their updates or lack there of.
