I know the weapon is from fallout 2142, i.e., it's ripped content from BattleField 2142 that's been ported into f03. I'm assuming the armor is from it as well but not totally sure. I don't think I can link you this here. You'll have to pm me or just google Fallout 2142 and try and find Skree's blog.

( reduces the overall amount of ammo that shows up on killed mobs, and in containers worldwide.
