OK, I'm looking for some armor mods and I can't seem to find them here is a link with them pictured in it. http://www.fallout3nexus.com/downloads/images/2399-1-1267174583.jpg and another view http://www.fallout3nexus.com/downloads/images/2399-2-1267174583.jpg So I'm just interested in the 3 guys in the back and the female in the front (I'm like 92.5% sure the female in the front has the Reinforced Chinese Stealth Suit on but if you could confirm would be nice) that's all and thaaaaaaaaaank you very much.

 

Oh and The Hair and body/face of the female I forgot about that.

Im looking for a mod I saw about 6 months ago, basically what it did was replace the pip boy with a mobile GPS looking thing, Sorry i cant be more descriptive but I dont remember anything else about the mod.

There are a few tattoo mods hosted here, just search the word tattoo. The one's from the picture however may be custom made. The characters in the screen you are referring to are Floydian's. He/She has made some very customized characters not just for Fallout but for TES:IV and is a very talented screen shooter. You may just send Floydian a pm :)

It's the PipBoy PDA/ PipBoy Readius by AlexScorpion. He stopped modding and for some reason and his mods were pulled from Nexus. If you google the phrase "Fallout 3 mod>Pipboy Readius", I noticed it's up on filefront and the like.
