i'm wondering, is it possible to make a mod for fallout on PC then use it on the 360? a mate has the 360 version and wants to take a look at some of the mods i've made. i have no idea myself so as they say, never hurts to ask.

It is impossible to create mods for Fallout 3 on the Xbox 360. Consoles games are generally not mod-able. Only game on the PS3 right now, which is mod-able, is Unreal Tournament 3, but for this you need a PC copy and have to cook/compile the mods for the PS3 and need to have a PS3 connected to the PC as well.

There have never been modding possibilities at all for any console so far...at least not the legal way from the Devs.

Next to this, noone knows the current file format from the Xbox 360 Games and decrypting them to modify them would be a pain in the ass and would mostly cause your Xbox 360 to get blacklisted on the official Xbox Live Servers, because for this you need a modded console too.

i would have figured it was possible seeing as DLC content is pretty much the same, and the 360 can do most of what a pc can do, like play movies, mp3s and so on, but no matter, he'll just have to get the PC version :)

Download-able Content like Operation: Anchorage, The Pitt and Broken Steel are created by Bethesda by using a special Developer Kit version from the Xbox 360 including special compilers for the PC to compile them for the Xbox 360 Runtime Enviroment.

After finishing and testing them on the development xbox, Bethesda can send them out to Microsoft and Microsoft will distribute them on Xbox Live as Download-able Content.

A bit offtopic:

You can create your own Xbox 360 games using Visual Studio 2008 Pro with XNA Game Studio 3.0, but this will not allow you to create new content for Fallout 3, only for self-made games.
