Is this a relatively new occurrence or have you never been able to download larger files?

This is a new issue. Last time i downloaded a large mod was like in september. i buy SSE from steam and wanted to mod and play this hollidays but for some reason i can't dowload larger files. For what i can see the problem is only in the Miami server so there's a way to download from another server?

The troubleshooting article (where you got this template from) includes a link to where you can change your download location. Based on your results it should be set to "CDN".

 

You may also note that when you download a mod the pop-up box has button with the server names in them which you can click to download it from there instead.
