NPCs twitching in place, where to look to fix?

NPCs, creatures, etc., when standing in place, twitch up and down. Hard to describe but it's a purely vertical movement where the subject "twitches" or jerks up like an inch then down again. I cannot seem to pinpoint it to any mod in particular, is there somewhere in the GECK I can look? Or perhaps another suggestion?

You can use FNVEdit to see what mods modify that cell.

A bad navmesh can cause this type of issue.

Is this an external cell in a custom worldspace, or a modified FNV worldspace that lets you go far beyond the normal borders of the game? The physics engine gets completely borked if you go too far. I don't remember exactly where it breaks, but if you keep everything in a 64x64 cell grid at the largest you should be ok.

If this is an internal cell, make sure nothing is placed too far in the X, Y, or Z direction. This also breaks the game's physics engine.

If you have too many actors in an area at the same time, the game gets bogged down and can't handle them all. The animations can get screwed up, which often looks like what you are describing. NPCs can also stand still, then do a mini-teleport, then stand still, etc. instead of walking smoothly because the game is too bogged down to animate them walking. If they aren't walking, this can make them jump up and down.

I think I'm running way too many mods at once, as when I disable some the problem stops. Cannot pinpoint it to a specific mod after a night of trial and error so it may be overloading. Of note, though, it seems to only happen on uneven terrain(i.e. Quarry Junction), not on an even surface like a road.

Doing a major overhaul of my mod installation to thin in out anyway, I will see what that does.
