In case you're still looking to try this (it's been a few months :P), you could try this software (demo version):

I'm fairly certain this was used back in Oblivion's heyday to import celebrity faces into the game.

 

As for the body, you would probably need to hand edit the textures, or, if you have REALLY good photos, you may be able to map the photo to a 3D model in 3D modeling software such as Blender.

 

Be warned: it's a steep learning curve.

To bring a photo into Fallout 3, you can follow these steps:
