Weird Uninstall Problem

My FONV no longer loads a game, so I decided to check my local game files. Steam couldn't find them. I tried to uninstall, but all it did is ask me if I was sure, and returned me to the library screen.

So I go into WIN 11, to uninstall and Win couldn't find the program. How do I uninstall a program that can't be found? I can navigate through steamapps/common to show me the directory with all the files intact, but just deleting the folders is a pretty sloppy way to uninstall a program.

Any ideas?

When I try to access local files I get:

"Something went wrong while displaying this content. Refresh"

Then: "Error Reference: Shared SteamUI_7811629-8a8d0a6be84ab
Cannot red property 'strUserLabel' of undefined"

Okay, I tried installing a new game (other than FONV) and it asked if I wanted to create a SteamLibrary directory. Evidently the file folder was corrupt. I was then able to verify my local files (8 were corrupt.) I then retried starting FONV and it crashed like before. I was able to uninstall now and am download a clean copy as we speak.
