[LE] Is there a way to detect "actor is in combat?"

Hello. Back in the days i was created perk like this but after few months i have completely forgot how to do.

I was adding perk that decreases movement speed when player is in combat.

Is someone can help me about that?

Simple condition at the spell and magic effect level. Possibly in the perk too. Dont recall the verbiage but might be under "GetCombatState" or something similar
