Download is too slow after I ended Premium subscription

My download speed is too low after I ended my premium subscription
normally it's 2 mbps when I'm not using premium
When I use premium it's 10-20 mbps
but now after I cancel the premium subs, I got 300 kbps download speed
but when I bought it again it's 10-20 mbps
then I cancel the premium subs, I got 300 kbps download speed again
