Anniversary CC content load order question

Is it known that a) all creation club content will always load before anything that isn't vanailla game?

b) the load order of the creations doesn't change upon resorting in say, Vortex?

I'm wondering how predictable the load index of any particular CC is to make a few bat files.

This is for the Anniversary edition with all 74 creations.
