Well, if you look at the roots of the penitentiary system (at least in the U.S.) the key term there is penitent. The origin of the U.S. system was based on the belief that those who are criminals could be reformed. It's not really punishment based.

 

It's better to make the prisoners comfortable, otherwise, the prisoners will have every incentive to escape and no incentive to stay. If the person is worked and starved, even those who are wrongly accused will try to get out of that situation.

 

Oh, and if they gave every prison guard a taser, I'd be a prison guard. I'd just go around shocking prisoners for mundane reasons. Like, you're not sitting correctly or you didn't dot that i. Or, I'd make them do things so I wouldn't shock them, such as making them dance, fight each other, or attempt dangerous stunts.

I'll tell you what we can do with the people that have been on death row for a long time. Send them to Iraq as human shields or as a distraction to terrorists. If they survive, heh just one day left until they get the axe. The debt to society is served, a benefiet to the army, and another murderer of the streets.
