That is correct.  The files do not NEED to be in a BSA in order for the game to use them.  There are benefits to using BSA files but the assets can be used without being in a BSA file.

Some bsa have high textures You know i have low pc but i want to play those fine mods, this is why i want to optimize them, thank you some for your help,  can you tell me what program i can use to see if i have conflicts between mods, i have pc 32 bit not 64, can you give a name to use? please

Both Mod Organizer 2 and Vortex will let you know if a mod being installed has an instance of a file that has already been installed by another mod.  No program can look into the BSA files and tell you if there is any conflict with loose files or files in another BSA. This would need to be done manually on a case-by-case basis.  TES5Edit can be used to find conflicts between plugin records, though understanding what is displayed is paramount.  Making changes just because there is a "conflict" can lead to greater issues than one mod not functioning at 100%.

The problem is i can't use vortex or mod organizer because i have 32 bit pc not 64, i had look at YouTube but i didn't find any help, i have loot and tes5edit is there any way to see what mods can cause conflicts? Thank you
