Map notes

Hello. Is this even possible? To develop a mod that lets you add map notes? In other words, create little icons in certain locations on the map, and add a note for each icon, which you can type. You know, something like: "100 Lockpicking box here," to remind oneself to return when one has the appropriate skill level or item for the location.

 

I have a feeling this has been asked or requested before, but I did not find an answer for it in the two pinned topics.
