Download speeds being throttled down to sub 1mb/s

Internet Service Provider (ISP):
Aussie Broadband; utilizing ExpressVPN.
DL speeds exactly the same as written below (on nexus / every other place - throttled / fine, respectively) with the VPN on / off; different locations, etc.

Have also tried different browsers; different times of day.
All of the above tried on every server - same result.

Windows Update isn't running when the issue occurs; nor is Steam or any other large download - when this has been the case, the bandwidth is shared equally and in a normal circumstance, I'd still get 3mb/s out of a download through the browser.

Average Download Speed (non-Nexus downloads):
5.8 - 6.1 MB/s on Steam; other websites; every other download.

Download tests:

• Amsterdam: Begins at 6.1MB/s and then throttled down to under 1MB/s within about 10-15s
• Prague: Begins at 6.1MB/s and then throttled down to under 1MB/s within about 10-15s
• LA: Begins at 6.1MB/s and then throttled down to under 1MB/s within about 10-15s
• Chicago: Begins at 6.1MB/s and then throttled down to under 1MB/s within about 10-15s
• Miami: Begins at 6.1MB/s and then throttled down to under 1MB/s within about 10-15s
• Premium CDN: Begins at 6.1MB/s and then throttled down to under 1MB/s within about 10-15s
