I used to play skyrim a lot and I love the mods. Now that I'm creating my own open world game (Brigadoon) with Unity, I'd like to give people the ability to mod it, but I don't know how to go about making that easy for everyone. So I'd like to ask some of the old hands here, how do you do it, what should I do, and what role does Vortex play?

Really as the developer the minimum you could do is allow DLLs and assets to be dynamically loaded from a mods folder.

 

Most Unity games make use of BepInEx so that's worth looking at.
