Corrupt government mod

[This is a suggestion post]

This would make sense to take place after the main quest when the future of Tamriel's ruling bodies are uncertain at best...

After Martin's death, there is no emperor so the council takes over. The blades are abolished and are replaced with shadowy secret police type warriors/assasins and new, strange laws start taking in effect, such as all citizens must wear uniforms and identification bracelets, and certain types of weapons and spells are made illegal. People's houses are being randomly searched and mysterious dissapearances of high officials (counts, countesses, guildmasters, etc) and even the imperial legion and local town guards start being replaced with the new "blades", and average citizens become victims of brutal interrogations. A new underground faction arises and the player is caught in the fight for freedom against the corrupt government. After a while of being a member of this "freedom fighters" faction and taking action against the corruption, the player's name and face starts to become familiar to the shadow government and can no longer safely be seen in towns without a disguise or some sort. The player must be discreet about their whereabouts or will become a target for assassination.

I'm seeing this as a spying/ espionage / evasion and discretion sort of mod. Feel free to add ideas, maybe it'll catch the attention of some skilled modders

the main character is sent off to that new province that JasonXTik is making, Zedar, and after you finish the main quest he's working on, you come back into this mess. i like it. but it seems like it would be quite a bit of work, to make that whole thing, the new guards and disappearing people. idk how one would get that to all work, and not completely make a mess of things.

I like this idea a lot, especially seeing as how I hate guards. And instead of having to go to some alien province just to not be known again, why not have the main character get a bunch of followers together and make the shadow government him/herself?
