Settlement Crashing In Newer Saves And Retroactively In Older Saves When It Worked Before

Hello, I have an odd problem. I'm using the north point park mod settlement for my main settlement, for some reason my game is now crashing whenever i get near it. Thing though is I had this issue a few days ago and reinstalled my Fallout 4 and mods and that fixed it. The issue is back now though so I thought I would go back to a previous save to try and fix it. Weird thing is that North Point Park is not crashing my game when in the previous save it didn't. It's like that area in game not retroactively crashes older saves when it didn't before. I haven't changed my load order or anything so it's not that. So I'm wondering what has caused this issue to crop up, what is causing it now and is there a way I can fix it again that does not involve reinstalling all of my mods and Fallout 4 again? The issue may be precombine related as that is what Buffout 4 was saying before it stopped working.

 

About that though, buffout 4 is not creating crash logs when the game crashes. Buffout 4 stopped working after I uninstalled the CK on my original Fallout 4 instance before I uninstalled and reinstalled everything but it is still not working even after the complete reinstall. The f4se.log is saying that Buffout 4 is loading correctly. At the same time the xSE PluginPreLoader.log is giving me a message I can't seem to find anywhere online. It goes

 

[2023-06-21 04:20:18:910] Module "kxf::NativeAPI::Private::InitializationModule" initialization failed

 

I tried the thing where I change the loading mode but that has not fixed anything. Any help would be greatly appreciated with the North Point Park Crash or the Buffout 4 issue.

I have had similar problems with skeleton mods that caused crashes when near other location mods, for instance, there's a gender specific skeleton mod that I would have to disable before I could approach Fusion City. And I had an extended skeleton mod that caused a crash with a specific follower mod location (can't remember the name).
