How can I fix NPCs not moving and SkyUI not working properly?

I've been trying to fix this issue for several days, with no success. Currently, when I launch SSE, the NPCs don't move. They just stand there with their arms at their sides and deliver their voice lines when I walk up to them, and the player character is also doing so. I am running the following mods:

  • USSEP
  • SMIM
  • SkyUI
  • SKSE64
  • Ruins Clutter Improved
  • RaceMenu
  • Ordinator
  • NAT.ESB - ESP Weather Plugin
  • LeanWolf's Better Shaped Weapons
  • JK's Skyrim All In One
  • Immersive Patrols
  • FNIS
  • Enhanced Lights and FX
  • Combat Gameplay Overhaul
  • Cloak's of Skyrim
  • A Quality World Map and
  • MidianBorn Book of Silence

Previously I have posted on GameFAQ and the recommended fixes were: 1) Make sure all the mods are in the correct load order. I'm not sure how to change the load order, so I haven't done that yet. 2) Make sure GPU is up to date. I did this, it was not the problem as it didn't help. 3) Restart PC. Also done, didn't help. 4) Check the integrity of the files. Once more, done, didn't help. 5) Perform a disk cleanup/defrag. I am running with an SSD, so I am not able to do this.

Any other help with this issue would be great.

My second issue is with SkyUI. This hasn't been as big of an issue, but it's still something I would like to fix. Upon startup, I get a warning that SKSE64 is not running and SkyUI will not work properly. When I'm in the game, the inventory opens, but it doesn't look right. Instead of icons that tell what category the item is in, there is a white null-space box. Additionally, the icons that say what extra affects the item has.

Again, help would be great. Thanks!

1. What mod manager are you using? Any further troubleshooting entirely depends on that.

2. What version of the game are you running and what version of SKSE64 are you using? It sounds like either a mismatch of versions or SKSE isn't installed properly (which leads back to question 1)

3. Combat Gameplay Overhaul requires Nemesis tool to work, not FNIS. Both require that you have the XPMSE skeleton installed.

I fixed the issue by deleting FNIS and then turning the remaining mods off and on again one at a time.
