I'd frankly love to see the CHEMrail somewhere in this game. I feel as though it'd be a fantastic weapon for Power Armour users.

Weirdness. Just looked it up, essentially a hybrid mix of a standard ballistic firearm (the CHEM) further accelerated by a electro-magnetic rails (read gauss) as the second stage. The ammo is; "Fin Stabilized, Discarding Rail Accelerator Sabot". The muzzle velocity is 18 kilo joules, which puts it on par with the .50 BMG/AM rifle (17,821 to 20,195 J). It's also a very high rate of fire, which I'm guessing means a exosuit (read power armor for FO) or bot to use that kind of kick (even with some massive inertia damping/recoil reducer). I doubt you could get anything like that to play nice in teh fallout universe due to it's massive damage potential and the (strange to say this about the fallout universe) relatively lower firearm tech of the fallout world.

 

But I could see a fallout-ish version of a prototype gauss rifle that would fit lore much better (and game balance). Use the YCS/186 or standard model as a base. Add muzzle flash, semi auto (?), a clip (for the special ammo) and maybe a bit of extra flash here and there to make it appear more unique.

 

Balance it by having a very limited supply of the special finned Sabot ammo and a long loading sequence (the MF followed by the clip......assuming it's possible to chain them together in sequence). I could see it as something a fallout arms manufacturer/contractor could have been working on before the S hit the fan.

I quite like the sound of that. For the model, I'd imagine that a retextured Bozar would make for a great base, with a retexed YCS/186 as the barrel (and a piece of the 186's receiver for the MF cells to go into) and the sight off a Marksman Carbine. Retex the whole thing black, plaster 'CHEMrail' on the side in white, and bam. Done. Semi-automatic, ten-round capacity. Very rare ammunition, possibly craftable using:

 

x5 .50 BMG cases (for the sabot)

x10 MF Cell Max Charge (to power the electromagnets)

x2 Missiles (for the propellant)

x20 5mm AP (for the armour-piercing core)

= x5 CHEMrail rounds

 

As a few more ideas to make it more balanced, make it have ludicrously high strength and skill requirements (to simulate the fact that it's meant to be used by someone in power armour), the long reload sequence you mentioned (string together Gauss Rifle and Bozar reload animations) and rate of fire/accuracy roughly on par with the Marksman Carbine. Damage would be a little less than the AMR (let's say 95), weight would be around 22.50. Size would be a little shorter than the AMR, but much bulkier.

 

This would be a hyper-top-tier weapon, naturally - on par with things like the Alien Blaster. That's actually a pretty good analogy - absurd damage, accuracy and rate of fire, but a very limited ammo supply and impractical to use in most situations.
