FPS fluctuations?

Hi guys! I started modding again. However, I noticed that after installing my core mods, my FPS begins to fluctuate. From a humble 70-90 FPS (exteriors) and around 120 to 144 (Interiors), my FPS would go down to 15-25 every 2 seconds. It has a delay right after I start the game again.

*I have not installed any graphics mods or ENB presets

*I downgraded my skyrim version to 1.5.97 but kept the creation club content (best of both worlds patcher https://www.nexusmods.com/skyrimspecialedition/mods/57618?tab=files&fbclid=IwAR1cQlVPp-hRJrFndVBTRwqqL8g5bXr9_cT9z4PgxgHId6n0FqUomPf61WY)

*I disabled CPU 1 and 3 according to Skyrim Priority mod. I also tried not doing this and uninstalling the priority mod. No good.

*I tried setting my settings to low and adjusted my LOD settings but no good. I also tried switching back to full window and back to window borderless.

*I tried completely disabling CC content and downgrading to 1.5.97 but it didn't work.

*I haven't tried using AE version since most of the mods I want are not updated to AE. If this is what's causing the fluctuations, then I'll drop these mods. I can be flexible.

Edit: If this makes any difference, I'm using Mod Manager 2.

Video for reference (fluctuations start at around 0:40)

(My apologies for the bad quality but this is the best I could do)

I added the ENB files just to get the FPS counter. The fluctuations would keep happening with and without the ENB files.

Question:

Do these dips in FPS happen when standing still in one location as well as moving?

Or:

Do these dips in FPS happen only when moving?

If they only happen when moving, keep the following in mind:

As you move through the world space, new cells need to load and old cells need to unload. Along with these cells are all the actors and objects that need to be loaded. Furthermore, any actors or objects with scripts attached to them may start processing depending upon whatever events are on their scripts. All of that will have an effect on your FPS. A dip of some amount should be noticeable even in the unmodded game.

If it happens when standing still as well as moving:

I'm unsure of what would cause that to happen.

Actually, it's a little bit of both. The dips happen if I stand still and move the camera. The dips also happen everywhere and when I move. I tried spawning in riften just to see if it's a cell issue, apparently that's not the case. It happens everywhere I spawn with using Live another life mod.

Could it be a possible mod manager 2 issue? It's farfetched but maybe that's the case lol (doesn't make any sense but the heck with it lol)

I also suspect I may have downloaded the wrong version of the mod I listed above but I made sure 100% they still support ver 1.5 downgrade.

It happens when the character moves and when the camera moves. Check and see if it happens when both are still while facing a static area (i.e. a wall while in first person with no NPCs passing between). Basically, you are checking to see if the dip is caused by something running in the background versus a changing scenery.

Should you see a small dip in this scenario, there is a chance that you have one or more active scripts (from varied sources) polling for something. Scripts when they run take away from the resources available to the game. It is how the game works.

As long as the game recovers from any dips in FPS, it should be fine. Skyrim is not a game that will sit at a static FPS value. Dips and spikes are to be expected.

I would be more concerned if the game dropped to single digit FPS and remained there while any in-game actions were unresponsive or super slow to respond.
