PMC 3.0 Minutemen replacer

Would someone be able to make a mod that replaces all minutemen outfits with the outfits from the EvTital's PMC 3.0 mod, and make it available to port to Xbox.

 

There is already one available on beth.net, along with BOS and Raider replacers, but they don't work, the characters spawn naked, wearing just the vest and helmet. Could someone create a version that works?

 

If someone's willing to do it, could they make it so the minutemen spawn in the woodland camo outfits with OD vests and helmets,
