Mods not loading at all

How exactly and what to where should install,if i have C: drive for OS,E: drive for games.Also my Steam installation sits in E:.I noticed Starfield folder in C:user\username...\Documents\My Games

What mods are you trying to install? They generally have good instructions right on the description page of how to install..

Have you gone into the games root file and added the lines for loose file reading?
