Skill Point per level adjustment

Is there a mod that increases the amount of skill points awarded per level?

 

If not is there an ini file that would be a simple tweak for it?

 

I understand that they can be added via console commands but I'd rather resist the temptation of using console and just get a slightly more powerful upgrade each level with 1 additional skill point.

For Skyrim and Fallout 4, it was a script extender plugin. Yeah, I am waiting for that one too. :D
