Outfitting factions in character

Gotta a question: what can my Courier give to the 'good' factions of Vegas to keep their people alive? I perfectly understand that without heroic intervention the Westside Militia and NCR and even those merchants going through Fiend territory are supposed to be chewed up and spit out, but my Courier has many, many weapons and armors and it seems a waste not to make some donations. This would be done with console commands

 

I figure with the low hit points, even giving them power armor would be a waste. NCR in particular needs heavy firepower to end fights before they start. I was thinking taking the armors, repairing them to max and putting them back, but as to the weapons, what do NPCs do best with? Machine guns? Anti-Material Rifles, Sniper Rifles? Lasers? Plasma?

 

And....do living generic NCPs respawn? In Fallout 3, it was pretty reliable that if I tricked out an NPC they were staying tricked out. If they respawn based on time or levels in New Vegas, the whole notion is moot, and knowing that would save me a bunch of trouble.

I would LOVE to be able to "upgrade" the caravans like you could do in Fallout 3.

Being able to give them better armour, HP and weapons, aswell as improving their trade items.

Even making them more numerous and perhaps give them repair/healing abilities... ^^

 

If you have the caps and materials, why not?
