Making Regions?

So I'm still in the works of my Ryoushi-Oni mod, and I'm stuck. Instead of making a castle somewhere that will probably interfere with other people's mods, I'm trying to make a new region. I'm a little off from Leyawiin, to the west, off from the main map, but not in the void. I've raised the land in the 'Wilderness' in cell 8, -21, and surrounding cells. Enough to make a great-sized country. But what I want to do now is instead of searching for cell 8, -21 every time I want to edit my country, I want to find 'RyoushiRegion' or something. You know... I hope.

 

I went to the "Regions" option in the "World" tab, made my own region thing, complete with my own color. Now I can't place this color or region where I need it to be.

There. I want to paint the region and look through the cell for 'RyoushiRegion' instead of 'Wilderness *'.

Well, I made it. But now I don't know how to make it a part of Tamriel. Also, is there a way to change up an area to where you can walk past the boundaries of the game instead of seeing "You cannot go this way. Turn back" or whatever? Thanks.

there is a setting in the INI (bborderregions or something similar) which you toggle to a 1 or 0 to turn them off and you can also change border regions in the CS but I'm not a landscaper so I got no idea how.

You need to disable border regions in you oblivion.ini file:

 

Open your Oblivion.ini located in "C:\Documents and Settings\USER NAME\My Documents\My Games\Oblivion" search for Border and change the result's 1 to a 0

 

Another alternative is to use Cyrodill Border Remover

Now if someone can tell me how to rename a cell or a group of cells from 'Wilderness' to whatever I want, I'll give kudos!

 

highlight the cell you wanto rename in the cell view and press the F2 key, then rename the cell or go to world->cell and you can rename the cell from there
