Colonization of Sanctuary and/or Vault 111 that occurs shortly before player wakes up.

Perhaps this is explained later but why is it no one has tried to colonize Vault 111 after everyone inside is dead? All one has to do to get in is hit a button inside a shack near by & stand in the circle. A mod for it could be interesting. Same goes for Sanctuary.
