Moved Steam Game (Starfield) to External now Plugins.txt won't load

Hey everyone.

I moved Starfield (in Steam) to an external HD to free up room on C:\ and did the "suggested mod fix" and the mods were moved to the new location, but when I start up the game, the Plugins.txt is not loading? (C:\Users\pasto\AppData\Local\Starfield\Plugins.txt)

Anyone else run into this problem before? I cannot figure out how to fix it.
