fraquar
Look to see if you have this setting in your Fallout 4 INI file: [Bethesda.net] bEnablePlatform=0 OR Check to see if you are using something like Disable Creation Club mod - which does exactly that. subaverage
Normally the Add-Ons are the dlcs. From your F4SE version I believe you use Fallout 4 VR. In this case using the dlcs was different to the non-vr version of the game. I could imagine it's still the same. Here you find a guide how to activate dlcs in vr: https://steemit.com/mod/@mrorange55/fallout-4-vr-easy-guide-to-play-dlcs In point III is a little typo. It has to be "Local", not "Loval". The guide is old, but maybe still valid and you might still need patches to make the dlcs work well. The menu item "Mods" should be present. Latest when you have mods installed. subaverage
With Fallout 4 VR it's the same. You don't need any of the dlcs to play the core game. Mods can have one or more of the dlcs as a requirement, but an unmodded Fallout 4 (VR) can be played without any dlc.
