Mods enabled in Vortex, plugins enabled in Vortex, SKSE disabling them?

I've been running my mods with no issues for months now (I had to rebuild entirely in September), but when I tried to launch SKSE today, it gave me weird errors. It said that 5 of my plugins were disabled, even though nothing had changed.

I closed the game, checked Vortex, and... they aren't. The plugins are enabled, the mods are enabled, everything is just fine. I even clicked on the save and restored all plugins from Vortex, so it 100% has all of the plugins, it's just not reading 5 of them. 

I even tried fully deleting the mod archive and reinstalling it, but to no avail. SKSE is just not recognizing these .esps that it's been recognizing with no issues for months.

You would do well to list the mods not being recognized, your game version and maybe the exact message you get.(screenshot)

I suspect what SKSE is disabling are outdated .dll plugins.

I have recently updated my game to 1130, and after I updated SKSE and Address Library, I started getting message that my .dll plugins were outdated and being disabled.   So I had to update those mods to latest version.

So it turns out that Skyrim is just extremely insane and the code is spaghetti. 

The mods causing issues were not in any way related to the .esps it was disabling. The mods at fault were Open Cities Skyrim and USSEP, both by the same author and both well-known as extremely buggy/gamebreaking mods. I've never had issues with them before, but my version of SKSE finally decided "nope, don't like that". I deleted both archives and was even able to use the existing save with no further issues.
