i found one of a missing settler in bunker hill but not the rest

is there any mods for settler to stay in settlement forever?

Have you been failing to assign found settlers to your settlements to start with? (They need to be in a place where you can enter Workshop mode. tap the "move" function key while looking at your unset settler and select the settlement or whichever one you want to have them live in. You'll have to hit enter to confirm it.)

This is true for placeatme settlers and for guys you hit up with the makeanynpcasettler batchfile.
