Why is Sunset Sarsaparilla bottles not that common in Sierra Madre?

Guys, guys, a lore question here:

Is there any thing known about why Sunset Sarparilla bottles is not that common seen in Sierra Madre?

I just check SS bottles placement and there seem to be, supposedly, none in SM. There might be one due to random generation on level list item, but handplaced is zero.

To compare, there's some in Zion, Big MT, and The Divide

I think it has to do with the fact that Frederick Sinclair, the owner of Sierra Madre, imposed strict measures in order not to bring in any products besides those provided by himself. He also banned substances such as alcohol, he must've had a problem with Sunset Sarparilla as well. If after all these years no bottle can be found, it means he succeded in that regard.

It's not alchoholic ban, for sure. Because you can find vending machine code for Scotch, Vodka, and Wine in the Villa and thereafter can purchase unlimited amount of them (if you have the chips). Beside, SS is not alcoholic.

And not drug ban either, considering you can find vending codes for mentats, medX, rebound, steady, buffout, and can get unlimited amount of them from machines.

I don't think there wasn't one for the guests. And you needed an emergency codes for the better stuff, they didn't give them away to the guests of the resort, only the employees had access to them.

The place was secluded and the vending machines were provided by Sinclair from Big MT and he kept control over everything. He must've personally disliked Sunset Sarparilla if the machines didn't provide the drink at all, even with a code, one can only assume that.
