Vortex not reading permissions correctly?

I am trying to install a collection for Starfield - Constellation by V2.  I started by removing and re-installing Vortex, as I was several revisions behind.  I did a COMPLETE removal, root warts and all.  Nothing Vortex related remaining on my drives.  I then recreated my download and staging folders, then removed and re-installed my old Starfield folder so as to have a guaranteed clean install.  Last, I downloaded and installed the collection.  I am now getting several errors from the collection that seem to be Vortex related, such as 'Deployment not possible'  with the error message stating 'Deployment method "Hardlink Deployment" not available because:  Can't write to output directory.

I had issues in the past with Vortex not liking some of the permissions on my "Game" drive, so I did a complete security overhaul on the entire drive such that every user on that drive had full permissions to the entire drive except for the 'Special' category.After the errors, I rechecked the drive permissions, and they are still the same.  I checked the download and staging folders, no change.
