trying to mod Fallout 4 using vortex everything seems correct however in game only a few mods are showing up and i have no idea what to do anymore please help someone

using vortex, i have modded a fair bit with other games like SSE but for some reason my fallout mods just arent working. 

I think the paths are okay but not too sure anymore, all plugins are  enabled an LOOT is not showing any issues, F4SE seems to be installed correct, however the .ini files in my fallot 4 documents are a bit confusing, instead of just having .ini files  there is two of each (prefs , Fallout 4 and fallout4customs) one which type baked and one type base and i have no clue what they mean or there significance.

Verify that you are launching with F4SE

From the Vortex Dashboard, click the vertical ellipsis to the right of F4SE, choose Edit. Verify or set Target to drive:\steam\steamapps\common\Fallout 4\F4SE_loader.exe. Verify or set Start In to drive:\Steam\steamapps\common\Fallout 4. Click “Save”. Click the vertical ellipsis to the right of F4SE again and choose “Set as primary”. Launch the game from Vortex using the F4SE icon.
