Some Reaction Skills is Indeed Not Working or is it Because a Mod?

I found out that some reaction skills are not working such as Paralyzing Critical from Surgeon's Subjugation Amulet and Second Chance, the skills is stuck by saying must take long rest even though already did a long rest. Another reaction skills such as Absorb Elements from Cloak of The Weave and Shield from Elegant Studded Leather stuck by saying must take short rest even though already did a short rest and or a long rest. I'm wondering if this is also happens to others or this is only happens in my game because of certain mods that I have installed.
