[Mod-Idea] Fallout 3 GOTY: Dynamic Weather-mod without "control" and darker nights?

Hi!

I am looking for a weather-mod, like "Dynamic Weather" but without a "controller". So without a tool, that has to be activated from the player,

but it appears and changes automatically?

And with it keeping the Vanilla-nights, without conflicting with Fellout?

 

Can you recommend a mod?

Or how difficult would this be, if I would change the modfile by myself?
