Mods don't work when launching Fallout: New Vegas through vortex

I've installed, enabled, and deployed my mods through Vortex. (for testing this problem xNVSE, NVAC, and Delay DLC combined)

In my settings under Mods:

Hardlink Deployment is applied and the mod.

My Mod staging folder is C:\Users\USERNAME\AppData\Roaming\Vortex\falloutnv\mods while my game files are in C:\Program Files (x86)\Steam\steamapps\common\Fallout New Vegas

I hope that is all the relevant information, I've tried to find posts with similar problems but none of those suggestions have worked for me. 

I want to install more mods but I'm just trying to get Delay DLC to work first so I know quickly on start-up whether anything is working at all.
