initial copyright for nexus mods

Hello everyone,
firstly, I'm just starting out in modding, so I'm just discovering, and I may say something stupid, sorry for this.

I wanted to know under what license are mods shared on nexus when not specified by the author?

To come to the concrete case I'm interested in, I'd like to improve a skyrim mod (this one: https://www.nexusmods.com/skyrim/mods/46088)
but I can't reach the author to get his authorization, and nothing is specified about copyright, and license of the mod, other than "I love to receive feedback, bugreports and suggestions."

So for this case, or in general, I wanted to know what license/copyright the mods on nexus are shared under.

And so, what is possible/allowed for me to do?

Nexus stance has traditionally been, if there is no specific language indicating use permission then one should not use those particular assets.

There is nothing stopping you from utilizing the assets locally for your own purposes on your own computer.  That said, uploading modifications using assets without permission can get you in trouble. Especially here at the Nexus.

Now if the Bethesda.net links still worked, you might have been able to check on permissions for the original mod within the release forum thread.  But sadly, those were removed.

That particular mod is simply a resource, a framework for adding audio books, and it's expected people will use it to make mods with. So, if you plan to make a mod for an audio book using this framework, there should be no problem (giving credit, of course).

If, on the other hand, you want to directly "improve" his framework, then that would be frowned upon. You're free however to create your own framework mod.

Ok, in my case, I want to add 3 things to this mod,
I want to make the mode compatible on skyrim SE, make new voices for reading books, and make a French translation.
And in the example you give Hanaisse, I don't really see the difference between making a mod using this framework, and making a mod improving this framework.
Lastly, do you know where you can find this information on the nexus?
Where can we check the nexus policy on mods?
