1 or couple second freezes every once in a while. Which of these mods could cause it?

Sooo, I have exactly the same issue...except: I'm on Xbox. It happend like it does with OP: Everywhere, and even when standing still. I first noticed it heavily at Corvega Plant Then sometimes outside, inside. Diamond city was fine, funny enough.. However, reading through the feedback here on this thread, the explanation about NPC loading makes total sense to me. Corvega is full of raiders. And now, in Sanctuary, I've sent all the dogs from the CC there (like 10 or so?). And it frame freezes like it didn't do before when I haven't had any dog there. 

If it is indeed the NPCs (and I have never had this issue before in any of my playthroughs...even with more than 10 animals and 30 settlers in Sanctuary), is there a fix to it? 

Update: I just sent half of the dogs to other settlements...and the frame freezes stopped. There were also a couple of dogs from a mod in the mix (shepherds), so is this more proof that it's certain NPCs causing this? I am absolutely no expert for Xbox, nor PC...

hmm.. i have AMD Ryzen 5950 cpu  with AMD Radeon RX7000xt not having this issue. it may seem silly but have you tried disabling all the auto-saves?  it looks almost like it is stopping to write to or read from the ssd. other than that, it could be something to do with drawing objects in the distance. for hardware try turning off the vsync.

I was playing survival and the same freezes happened on everything low.

Anyways, I both did fresh gpu driver installation, and also installed fix for diamond city radio extended, which is most likely unrelated, but I guess it's also possible that for some reason, silent radio(which the fix was for)  was looking for scripts that weren't there.

I do get some small freezes every now and then, but they seem to be loading cell ones, and the game is at least now playable consistently. Hopefully it remains the same. 

I would be both annoyed (Because I spent so much time trying to find which mod causes it) and relieved if it was simple driver issue.
