What version is needed for most mods?

They are all SE, now, AE generally refers to the SE versions 1.6+.  Since you are starting fresh, I think you should probably avoid downgrading problems by just going with the latest 1.6.1170.  There is a Nexus wiki for any SKSE-compatible mod versions and replacements for .1170 incompatible mods ( https://modding.wiki/en/skyrim/users/skse-plugins ).

All of this goes out the window, of course, if you want to use a collection that requires a downgraded Skyrim.

Also, most mods don't really care what version of the game they're running on.  It's mainly SKSE mods that aren't using Address Library that tend to be picky.  As long as they're saved with LE headers in LE, and SE headers in SE, then they'll usually work.

And if you can't find an SE port of your favorite LE mods, you can often port them yourself, at least for your own game.  (Don't share the ports unless the mods' authors allow it.)

A good idea, especially if you're planning to use the Unofficial Skyrim SE Patch.  Arthmoor and the patch team always hide older versions of the patch, only keeping the most current one for the current version of the game.  So unless you can track down a link to those hidden older downloads -- e.g., in a downgrade-SE collection somewhere -- or want to patch out the CC-freebie plugins from the current patch yourself...
