Having an issue with Vortex

Whether it's Vortex or the mods I installed, it's making my desktop background turn black when hovering over the icons and completely black when I refresh the screen then, after a while, it does the reverse. The last game I installed and used mods on was Skryim AE, the latest Steam version. I noticed an issue with the game as well: the dialogue would cut out randomly as if pressing Tab or something to stop it. When engaging back into the conversation, NPC, both vanilla and modded, behaved as though they had already finished speaking to me earlier. For instance, when talking about a quest, it's accepted despite the dialogue cutting off before I even selected an option to accept or reject the game. Both started happening around the same time so there's a small chance of it being a coincidence. I've already done a reinstall of the game and the mods and the issue returned. Previously the taskbar and Windows Explorer would be unresponsive to mouse clicks, though the browser had no issue with it. After the reinstall, only the desktop wallpaper and the dialogue issue in the game remain. Granted, I did not delete the mod files previously, just uninstalled them and then reinstalled them in the new game. Would a complete reinstall of both the game and mods resolve this? I've already scanned the whole PC for viruses or any sort of errors and did a memory test and defragment and other things I've been recommended to do with this issue. Would a complete reinstall/redownload of both game and mods fix this or is there something I can do to fix it?

When I booted up the PC today, the issue happened briefly before I even opened the game or Vortex then it went away. Now it seemed all fine until I opened Vortex and the icon thing popped up. In game, I can reload an earlier save and have the conversation normally but it gets tedious, especially when talking to followers to trade items for instance.

Check your computer, drivers, display monitor, skyrim prerequisites, assigned desktop hotkeys, etc.

Since it's behaving like that outside the Skyrim environment, then it's pretty safe bet to say that it's not the game.
