Power Armor stats and creature movement speeds

Hey modders, I'm struggling with modifying two things and wondering if anyone has any input:

  1. Power Armor stat changes to actors
    • I'm trying to make it so that NPCs/Player wearing a PA frame does nothing to change stats. I've tried modifying the Armor stats for individual pieces like the PA Frames, modifying BodyPart data and so on, but it seems like there's something that still affects the actor's stats to make them significantly more durable than normal but I can't narrow down what it is. The end goal is making it so all actors suffer the same damage and use the same stats as when they don't wear PA, so that it makes PA more dependent on the actual armor stats of the addon pieces like the Raider Helmet for example - and then does normal damage after that part's been destroyed (i.e. to fix PA user heads being way too durable after their helmet's been destroyed for example)
    • I'm also attempting to make it so that PA users limbs can be exploded, I figured that it might not remove the frame's leg model but if it could explode the leg within then that would be fine. I've set up the bodyparts to mimic the normal humanbodypart data, but there's something that's making it so that PA limbs are indestructible and I can't figure out what.
  2. Actor movement speed
    • I'm trying to modify the movement speed of various creatures, i.e. make the deathclaw move faster to be scarier like the F03/NV variants. I've tried setting all of the Deathclaw Movement Types to be much higher but I'm noticing any changes whatsoever, not sure why this is.

If you didnt look for race. There is a power armor frame race which might force the game to use different values based on set stats. Might also be hardcoded to some extend.
