Fallout 4 and F4SE trouble

Where is your Steam installed?

Just remember MO2 keeps it's mods separate from your game directory.

The very first thing you should make sure is:

a)  Can I start and play the game from the Fallout4.EXE in the game folder (no MO2)?

b)  Can I start and play the game from F4SE in the game folder (no MO2)?

I can't recommend anything else until I know you can do those two things first.

I can do neither, like i said in my original post F4SE through MO2 is the farthest I can get and that's just a black screen that plays the first 3 notes of the main menu theme with the "press any button to continue". fallout4.exe and F4SE both just load a black window for about 1 second then crash. Fallout4.exe does bring up the launcher though

Is F4SE supported on GoG? I noticed in the files I was trying to transfer that one of them was for Steam. If it is Steam only, next question is, if I were to buy a steam account that had FO4 pre next Gen, would that version be transferable with the account to my PC?

I think what you mean is..Does F4SE support the GOG version of the game and the answer is yes. If you want a steam copy it is not necessary to "buy" an older version of the game. OWNING the game is all that is necessary and you can roll back the game to the older version yourself.
