Why after all this time is nearly every mod for CP2077 just basically lewds or bodymods?

The title is the question, but to elaborate. A game like skyrim has thousands of mods, while loads are lewd mods,  many of the mods significantly alter gameplay, add depth and make the game much much better. Meanwhile a game like cp2077, the mod pages are basically nothing except boob and butt mods or lewd mods for the female characters. I am in no way capable of creating my own mod but I was wondering if its a coding issue, or what the explanation was for the lack of decent QOL mods that are so prevalent with other FPS games?

It's not a game I play, so I don't know what its modding tools are like.  Do tools to mod the game more deeply than just changing models and textures exist yet?
