Mods won't download

I have clicked on both mod manager downlad and manual download but it never actually downloads. Vortex is updated. When looking at similar issues they only state mod manager is not working, reccomended using a vpn (which didnt work for me) or change browsers (which didnt work as well). The site says the download as started but i never see it on my browser downloads or on Vortex downloads. I've done the speed test and diagnostic test the site has but it showed it should be working fine. I've also specifically went to the file i wanted and it still wouldn't work. It doesn't work if I download a nerver version of the mod or and older one, it's also not just one mod it doesn't work for any downloads.
