Im confused. I cant figure out how to install TweakXL. (Starter Modder)

I've modded in the past, but I've usually found a way to solve these issues independently. This time at my wits end, I have tried everything i can find on forums and some of it has solved my issues but i have one last problem. I cant seem to figure out how to install TweakXL correctly, I've tried both installing through vortex and manual installing but it seems it doesn't work. A few things to mention, I downloaded my current profiles mods through a collection and all was going swell until the end when the attached message came up on the vortex app window.

 What game is this for, by the way?  Or is this a tool for multiple games?  (Asking since you posted in a general forum.)
