It is indeed -- though you'll probably find more info at dedicated SimCity/city builder sites like Simtropolis. EDIT: Especially their SimCity 3000 sections in ST Exchange (files), and their Other Games section in Omnibus (articles). The site is mostly focused on SimCity 4, but it has things for and about earlier SimCity games (like 3000, 2000, and Classic), and newer city builders like the Cities: Skylines series or Banished.)
