adventur guild halls of skyrim

Hey all, maybe this has been discussed before but has anyone tried to make adventurer guild halls at least in major capital cities, where people can pick up quests, join groups, etc...

I think this would be an awesome mod to have. I don't have much knowledge on how to create something like this but if someone can pick up this task I would greatly appreciate it.

I've seen quest bulletin boards before that add new radiant quests, like The Notice Board (LE, SE) and Missives (LE, SE).  And probably a few mods that add more to existing groups like the Companions, the College of Winterhold, and the Bards College. 

And I know Cutting Room Floor (LE, SE), among many other things, restores a few unfinished faction quests that Bethesda left enough traces of in the game files.

I don't think I've seen quite what you're suggesting yet, though.
