Random CTD's, only occurs when outside

It has no rhyme or reason, I can pass through an area fine then pass back then randomly crash. Only occurs when it is outside. It must either be from my weather mods or too many scripts.

There is my load order, I tried to highlight what I think the problem could possibly be. Any help in this regard is appreciated.

Did you use BOSS load order and cleaned all the mods with TES5Edit? What else you could do is download Skyrim Performance Monitor and see if you're not exceeding 3GB of RAM or your max VRAM. Check with TES5Edit if there are no incompatibilities between Civil War Overhaul and other mods (some ppl reported CDTs after installing it).

I have a pretty good FPS, it only lags when I enter new areas/cells, but does not crash.

"Random" and "only when I'm outside" makes me think you're just hitting the RAM limit and CTDing due to that, especially if you aren't encountering any FPS stuttering or dropping.

I have 8 GB of RAM and 1.5 GB of VRAM with a GPU of 830 MHz.
My card suggests Ultra graphics, but I am using only High.

Skyrim caps at 3.1 GB RAM no matter what you do, it's the engine limitation. 1.5 GB VRAM is not much. Better check if you're not going over your limit. Suggested settings means nothing in this case (even tho they rarely do), since the game is modded and you have HiRes textures. Yet again I suggest Skyrim Performance Monitor.

thanks for your help blackrose, I'll give you rep and everyone else rep. I don't have many retextures, mostly amidianborn armor textures. I have enhanced stars and vibrant auroras and I can live without them, that should help. I'm using all the enhanced distant terrain mods that claim no performance loss, and I'm using a waterfall LOD. I have amidianborn interior retextures but those aren't a problem I imagine.
